IT WAS EARLY September 1930 when 206 students entered what had been Larchmont Elementary School at Hampton Boulevard and Bolling Avenue, and a new institution, the Norfolk Extension of the College of William and Mary, was born. The school hired Tom Scott, a multiple-sport star at Maury High, as athletic director and, almost as an afterthought, gave him the job of coaching a football team.
